Electoral Services Apprentice

This is an opportunity to gain experience within our very busy Corporate Services – Elections Team. As the Electoral Services Apprentice you will assist the team with administration of electoral registration and the organisation of elections and referendums and, under the guidance of the Electoral Services Manager, take on responsibility for and a lead on basic registration and election processes. The apprentice will also have the opportunity to complete an apprenticeship funded from the Apprenticeships Levy in a related area.

Detailed Job Description

As the Electoral Services Apprentice you will be involved in a range of activities such as:

  • To support the Electoral Services Manager in the efficient and effective delivery of all elections, referendums and statutory ballots and other administrative tasks.
  • To support the team in undertaking day to day administration to ensure that an accurate register of electors is maintained.
  • To provide support in maintaining an accurate and up to date absent voters list by processing applications for postal and proxy votes and dealing with queries on applications.
  • To provide support in ensuring that the electoral register property database is accurately maintained by liaising with internal and external address management sources and updating the database as required.
  • To respond effectively to routine enquires from elected representatives, political parties, members of the public and internal customers.
  • Support the team in keeping the Electoral Services webpage under regular review and updating it as required. You will be allocated work appropriate to your experience and there will be guidance and coaching available.

Requirements and Prospects

Qualifications required

Good general education with 5 GCSEs grades A – C or grade 4 to 9 including Maths, English and ICT or able to demonstrate equivalent knowledge through experience. IT skills including Word, Excel, PowerPoint and Outlook.

Written and spoken communication:

  • Good verbal communication skills, speaks clearly and professionally.
  • Good written communication skills, writes clearly with good spelling, grammar and punctuation.
  • Good customer services skills with the ability to interact with people in a polite and calm manner.
  • GCSE English and Maths grade C or above, or grade 4 to 9 or equivalent.

Technically talented:

  • Working knowledge of MS Office Suite i.e. Word, Outlook and Excel.
  • Some experience of using IT systems to input and retrieve information.


  • Experience of working in an office environment and within a small team.
  • A levels at grade C and above or equivalent in subjects related to this area. For example English, Business Studies.
  • An interest in working within Elections or local government.

Personal Qualities

  • Good interpersonal and communication skills.
  • A willingness to learn new skills and undertake additional learning.
  • Ability to use initiative to think through problems and know when to seek help or advice from others.
  • Ability to organise and work to strict timescales and deadlines
  • Organising your workload effectively.
  • Ability to check for accuracy and give attention to detail. Ability to maintain confidentiality when working with sensitive or confidential information.

Future prospects

Subject to satisfactory performance, at the end of the placement the apprentice would be encouraged to apply for any suitable vacancies at the Council. We may also ask suitable people to join the Council’s list of casual workers available for temporary work on an ‘as and when required’ basis. This will provide further work experience.

Year 1 salary will be £9,000 and this will increase to £15,106 in Year 2 for the last 6 months, if required

Additional Information

Training provided

Advanced Apprenticeship Level 3 Business Administrator Standard. There will be a series of Masterclasses throughout the programme and off the job training will also take place in the workplace. If you need to complete Functional Skills, you will be required to attend College once a week for at least the first 3 months.

We will give you on the job training to operate other IT systems and packages that you may be using during your placement. You will also be given the opportunity to start a 12-18 month Apprenticeship in Business Administration – Level 3. You will be given time to complete a range of learning activities each week including your apprenticeship qualification. The post will be based at St Albans and District Council, District Council Offices, Civic Centre, St Peters Street, St Albans. Ability to work to tight deadlines and have a flexible approach to daily work are key requirements.
