Opportunity Details
Sustainability is intrinsic to TfL’s ethos, with a focus on sustainable operations at every stage of construction, from early feasibility designs to procurement of materials.
The 2-year development programme consists of up to 4 placement rotations, designed to equip the graduate with a range of skills and experience for a successful career. Each graduate’s journey is unique. As a Quantity Surveyor, the graduate will work within a project team to upgrade infrastructure, modernise assets, and contribute to projects that extend the network, improve station capacity, purchase new trains and buses, enhance customer experience, improve network reliability, reduce service times, and develop new station entrances to reduce congestion.
There are numerous graduates who started on this scheme, gained chartership into the RICS, and are now valuable members of the senior leadership teams.
Programme structure:
Placement 1: Road Improvements – Surface Directorate (6 months). Responsibilities include reviewing a feasibility report on changing a section of London roads to a pedestrian route only, developing a cost plan and budget, and engaging with an expert engineer to check the influence of removing a road from the network.
Placement 2: Procurement Team – Commercial and Finance Directorate (6 months). Responsibilities include writing a procurement strategy for new signalling equipment on the Metropolitan Line, undertaking early market engagement, and commencing procurement and advertising the works.
Placement 3: Rolling Stock Replacement Programme (6 months). Responsibilities include reviewing and negotiating change via contract administration, reviewing and approving monthly applications, cost reporting and forecasting, and managing project costs on site.
Placement 4: Track Maintenance – Operations Directorate (6 months). Responsibilities include reviewing train requirements after technical inspection, placing orders to repair track sections, and paying contractors who have completed works or repairs.

Skills Required

Qualifications Required
A minimum of a 2:2 Degree or Masters accredited by the RICS in Quantity Surveying and/or Commercial Management. Successful candidates must have the right to work in the UK for the duration of the scheme. The role is not eligible for sponsorship under the Skilled Worker visa scheme.
Training
Award-winning teams support ongoing development through practical experience and placements. Professional development is supported through training, mentoring, and structured networking opportunities with scheme alumni. One-to-one guidance is provided by a placement manager (responsible for day-to-day management and development), a scheme sponsor (a senior manager who acts as a technical and professional adviser), and a buddy (usually an apprentice or graduate who provides support and ensures the graduate feels welcomed). There is also a Graduate and Apprentice Committee and Alumni group, which organises events and provides wellbeing support.

Prospects
During and after the graduate scheme, support is provided for gaining professional membership of the Royal Institution of Chartered Surveyors (RICS) through RICS-accredited training courses, in-house development schemes, preparation for APC interviews, and mentoring. Graduates are invited to a monthly 'APC Forum' to share information and ideas. Many graduates progress to senior leadership roles within TfL.

The application process consists of 5 steps, including online assessments to be completed within an allocated time frame. It is highly recommended that applicants read the document thoroughly to familiarise themselves with the process. If qualification certificates are already held, copies should be uploaded to the application. If final exams are due to be sat or certificates need to be replaced, these must be provided at a later stage.
Information and guidance are provided at each assessment stage. Attention should be paid to emails and deadlines, noting there is 1 week to complete online assessments and tests cannot be re-issued once the deadline passes.
Assessment centres for graduates and intern roles take place from December to January, with many roles having only 1 assessment day and alternative dates not guaranteed. Assessment centres are conducted in person and virtually, depending on the role.

Graduates will enrol in the Royal Institution of Chartered Surveyors and, through placements, gain the experience required to sit the assessment of professional competence with the RICS.
